According to Hyll Retuya, president of Team, the operation was not premeditated but emerged spontaneously from a routine lecture for deputized personnel from the Land Transportation Office (LTO). What began as an educational session quickly transformed into a practical, on-the-ground enforcement drive. Retuya explained, "February 24, 2026, was a 'one-time, big-time' operation. It wasn't planned. I was just supposed to give a lecture to LTO deputized personnel, but when we went out, we saw the opportunity to make it practical. LTO, MCPO, TEU, and our Team personnel converged at that moment."
Legal Basis and Specific Targets
The impoundments were carried out under the authority of Republic Act No. 4136, along with relevant joint administrative orders issued by the LTO. Retuya clarified that only motorcycles with altered exhaust systems were apprehended; vehicles with original, unmodified mufflers were left untouched by authorities. This targeted approach aims to address specific violations without unnecessarily disrupting compliant motorists.
Consequences for Violators
Motorcycles seized in the operation were transported to Team facilities for impoundment, a penalty stipulated under the Temporary Operator's Permit (TOP) framework. Offenders face a multi-step process to reclaim their vehicles:
- Pay a fine of P5,000 to the LTO.
- Remove and surrender the modified muffler to Team before payment.
- Obtain a clearance signed by the LTO Regional Director post-payment.
- Reinstall the original exhaust and undergo inspection by the MBIC to ensure noise levels do not exceed 99 decibels.
- Additionally, a P500 fee for towing and storage charges must be paid to Team.
