The right-of-way (ROW) acquisition for the Marigondon Flyover Project in Lapu-Lapu City remains pending, with 112 properties identified as affected and subject to expropriation proceedings.
The matter was discussed during a coordination meeting on Wednesday, July 1, 2026, between the City Government and officials from the Department of Public Works and Highways (DPWH) 7 and the Department of Environment and Natural Resources (DENR) 7. The meeting focused on the status of major infrastructure projects along circumferential roads, including the flyover project, and the requirements to move forward.
Mayor Ma. Cynthia “Cindi” Chan stated that the agenda included discussions on ROW acquisition and site clearing requirements for the flyover project.
DPWH Seeks City Help for Tax Declarations
During the meeting, DPWH 7 formally requested assistance from the City Government in obtaining copies of tax declarations for the 112 affected properties to expedite the expropriation process.
Mayor Chan clarified that landowners would be assisted in securing updated tax declarations under their names, in accordance with Republic Act 12289, or the Right-of-Way Law. She added that the City Government would also hold separate dialogues with affected stakeholders to address concerns and discuss the negotiation process.
Lawmaker Urges Barangay Support
Lone District Rep. Junard “Ahong” Chan urged barangay officials to assist in negotiations with property owners to expedite the project’s implementation. The congressman also ordered the organization of a forum with affected landowners.
The Marigondon flyover project is one of the city government's priority initiatives for traffic improvement, aimed at addressing congestion, along with the widening of the Subabasbas-Marigondon Road corridor to increase road capacity.
Transparency and Timely Completion Emphasized
The mayor emphasized the importance of transparency and timely completion of projects, especially with the onset of the rainy season.
“These projects form part of the city’s continuing efforts to improve transport efficiency, expand public infrastructure, and address the demands of sustained urban growth,” Mayor Chan said.
In addition to road projects, officials also discussed the proposed construction of an athletic oval and grandstand at Looc National High School. The project is ongoing, with efforts to resolve remaining ROW issues to expedite its implementation.
