Mayor Archival Holds Key Meeting with Transport Leaders to Address Critical Issues
In a proactive move to address the pressing needs of drivers and passengers, Mayor Nestor Archival convened a consultative meeting with various transport groups on Tuesday, March 24, 2026. The primary agenda centered on the implementation of a fuel subsidy program and the controversial changes to transportation routes across Cebu City. This gathering aimed to foster dialogue and find practical solutions to enhance public transport efficiency and support.
Fuel Subsidy Eligibility and Distribution Details
One of the major topics discussed was the fuel subsidy initiative. Mayor Archival clarified that only registered voters within Cebu City are eligible to receive this financial assistance. The subsidy will be distributed through transport operators, as they are responsible for paying drivers and covering all operational expenses. To streamline this process, transport groups were instructed to separate lists of drivers who are city residents from those who are not. Operators were given until Wednesday to submit complete lists to facilitate the prompt processing of funds.
The city government plans to source the subsidy from a supplemental budget, which will be endorsed by the Cebu City Development Council. This strategic approach ensures that resources are allocated efficiently and transparently, targeting those most in need within the local community.
Concerns Over Cebu Bus Rapid Transit Implementation
During the meeting, transport groups voiced significant complaints regarding the implementation of the Cebu Bus Rapid Transit (CBRT). Passengers have expressed frustration over the increased distance to loading and unloading areas compared to their previous stops. Some operators suggested allowing public vehicles to exit dedicated bus lanes temporarily to drop off passengers before re-entering the lanes. However, Raquel Arce, head of the Cebu City Transportation Office (CCTO), rejected this proposal, citing concerns that it could create confusion and traffic congestion on the roads.
Mayor Archival expressed optimism that the public will eventually adapt to the new system. He also encouraged drivers to assist in disciplining passengers regarding proper boarding and alighting procedures, emphasizing the importance of cooperation for a smoother transition.
Future Plans with Local Public Transport Route Plan
The discussion also touched on the upcoming implementation of the Local Public Transport Route Plan (LPTRP), which aims to reorganize transportation routes throughout the city. While some operators support this initiative for its potential to improve organization and efficiency, others are worried about the possible loss of their existing routes. The LPTRP has already been approved by the Land Transportation Franchising and Regulatory Board (LTFRB) and is currently under review by the Cebu City Council, where it is in the second reading stage.
