Philippines Launches Digital Certificate Service for Civil Registry Documents

The Philippine Statistics Authority (PSA) has officially launched the E-Certificate Service on Wednesday, February 25, 2026. This innovative digital platform enables Filipinos to request electronic copies of essential civil registry documents, including birth, marriage, and death certificates, as well as the Certificate of No Marriage (Cenomar).

A Step Toward Digital-First Governance

During a press conference, National Statistician and Civil Registrar General Claire Dennis Mapa emphasized that this service is a key component of the PSA's commitment to enhancing public service standards. By making services more accessible, secure, and responsive, the initiative aligns with broader government efforts to promote a paperless and digital-first approach.

"This is yet another milestone in our mission to elevate civil registration and vital statistics to greater heights through digitalization and innovation," Mapa stated. "It is a clear step towards a smarter, more responsive government, one that places citizens at the center of every digital advancement."

Benefits of the E-Certificate Service

The digital certificates are fully acceptable to schools, employers, and financial institutions, ensuring their utility across various sectors. Mapa assured that the delivery of each document is fast, secure, and efficient, with requests processed through PSAHelpline.ph.

Unlike traditional physical copies, which typically take at least three working days to receive, e-certificates are sent to clients' email addresses within the same day or, at the latest, one day after request. Additionally, the fees for e-certificates are approximately P50 to P90 lower than those for physical copies, making them more affordable.

Enhanced Security and Verification

To bolster security, each e-certificate includes a QR code that facilitates easier verification. This feature ensures that the documents are genuinely issued by the PSA and have not been tampered with or forged. Mapa highlighted ongoing collaborations with other government agencies and institutions to disseminate information about the acceptance of e-certificates, further integrating them into official processes.

This launch marks a significant advancement in the Philippines' digital transformation, offering citizens a more convenient and cost-effective way to access vital records while supporting the nation's move toward smarter governance.
