The Philippine National Police (PNP) has officially joined forces with the Department of Social Welfare and Development (DSWD) to proactively address potential overcrowding in youth shelters. This strategic collaboration comes amid the rigorous enforcement of a curfew for minors under the government's Safer Cities Initiative, which aims to enhance public safety and protect vulnerable youth.
Ensuring Proper Care Without Overwhelming the System
In a detailed statement, PNP Chief Police General Jose Melencio Nartatez Jr. emphasized that the primary objective of this partnership is to guarantee that minors apprehended during curfew operations receive appropriate care and support. He stressed that the initiative is designed to safeguard young individuals without placing undue strain on facilities such as Bahay Pag-asa, which serve as temporary shelters for at-risk youth.
"Our goal is to protect the youth, not overwhelm the system. By working closely with DSWD, we ensure that rescued minors receive proper care without straining our shelters," Nartatez explained. He further highlighted that this approach addresses concerns raised by stakeholders regarding the capacity of local shelters, especially in scenarios where a large number of minors might be rescued in a single night.
Addressing Concerns and Historical Context
Prior to this announcement, the Children's Legal Rights and Development Center had urged the Department of the Interior and Local Government to conduct a comprehensive review of the overall curfew policy in Metro Manila. The center issued a warning that strict enforcement could lead to hasty apprehensions and potential abuse of children in precarious situations.
Citing past campaigns, such as the anti-loitering drive in 2018, the group noted that rigorous enforcement had previously resulted in overcrowding at Bahay Pag-asa facilities and reports of mistreatment. However, Nartatez firmly defended the curfew policy, describing it as a preventive measure rather than a punitive one.
"The curfew is a preemptive shield. It reduces the window of opportunity for syndicates to exploit minors and keeps our youth away from environments that breed criminality," the general asserted. He underscored the urgency of the policy by referencing a recent robbery incident at a gas station in General Emilio Aguinaldo, Cavite, on April 6, which involved two suspects on a motorcycle, one of whom was a 17-year-old male.
Recent Incident Highlights Policy Importance
According to authorities, the armed suspects, carrying a shotgun and a handgun, stole P30,450 from the establishment before fleeing. Police pursued the suspects, leading to the arrest of a 21-year-old male who sustained gunshot wounds during the exchange of fire. The suspected minor was also apprehended in a follow-up operation, illustrating the critical need for measures like the curfew to prevent youth involvement in criminal activities.
This incident serves as a stark reminder of the risks faced by minors and reinforces the PNP's commitment to the Safer Cities Initiative.
