Cebu Police Officer Honored for Bravery After Being Shot in High-Risk Operation
In a display of extraordinary courage, a police officer in Cebu has been recognized for his heroic actions after being wounded during a dangerous law enforcement operation. The incident, which unfolded on Saturday afternoon, March 21, 2026, highlights the risks faced by officers in the line of duty.
Shootout in San Fernando
Patrolman Kim Ceniza Villaraiza, a 28-year-old member of the Regional Mobile Force Battalion (RMFB)-7, sustained a gunshot wound to the elbow during an exchange of fire with suspect Jay Niño Castañares, 44. The confrontation occurred in Sityo Boloc-Boloc, Barangay Sangat, San Fernando, Cebu, where Castañares was fatally shot.
Villaraiza was part of a joint operation involving personnel from the San Fernando Municipal Police Station, led by Police Major Michael Gingoyon, along with units from the Carcar City Police Station, Naga City Police Station, 2nd Provincial Mobile Force Company, and RMFB-7. Despite his injury, Villaraiza demonstrated remarkable bravery by refusing to leave his position, ensuring the protection of nearby residents.
Immediate Medical Response and Recovery
After the shooting, Villaraiza was quickly transported to Carcar Provincial Hospital at around 4:00 PM. Following initial treatment, he was transferred to a hospital in Cebu City for surgery. His condition is being closely monitored as he recovers from the ordeal.
Background of the Incident
The events leading to the shootout began earlier that day at approximately 10:00 AM. Castañares allegedly shot and killed Emilio Miñoza Sabroso, a gelatin vendor from Barangay Greenhills in San Fernando, under the suspicion that Sabroso was a police asset. Sabroso was shot in the head, resulting in his death, which prompted police to respond to the scene.
During the police response, Castañares opened fire instead of surrendering, leading to a volley of gunfire. It was during this exchange that Patrolman Villaraiza was hit in the elbow, underscoring the perilous nature of the operation.

Police Colonel Abubakar Mangelen Jr., chief of the Cebu Police Provincial Office, commended Villaraiza for his selfless actions.
