The Police Regional Office–Negros Island Region (PRO-NIR) has formally honored a police official and three non-commissioned officers for their exceptional service and steadfast dedication to the organization. This recognition ceremony underscores the agency's commitment to acknowledging the hard work and professionalism of its personnel.

Ceremony Details and Leadership

The event took place on Monday, March 9, 2026, at Kanlaon Hall within Camp Alfredo M. Montelibano Sr., located in Barangay Estefania, Bacolod City. Police Brigadier General Arnold Thomas Ibay, the regional director of PRO-NIR, led the proceedings. He was joined by the Command Group, regional staff, personal staff, and numerous other officers and personnel from the organization.

Tribute to Commitment and Professionalism

Lieutenant Colonel Joem Malong, who serves as the chief of the PRO-NIR Public Information Office, emphasized that the ceremony was a fitting tribute to the commitment, professionalism, and outstanding contributions of police officers. These individuals consistently uphold the highest standards of public service, ensuring the safety and security of communities across the region.

Awards for Gallantry and Performance

Two officers were awarded the Medalya ng Kagalingan for their acts of gallantry and commendable performance of duty. Major John Remo Evangelio and Staff Sergeant Joseph Afabe, both personnel of the 4th Maneuver Company within the Regional Mobile Force Battalion of the Negros Island Region, were recognized for their role in a critical operation.

This operation involved the implementation of a Warrant of Arrest on February 2, 2026, at Quezon Street in Don Juan Subdivision, Barangay 2, San Carlos City, Negros Occidental. The arrest was for the crime of Rape in relation to RA 7610, involving five counts, and resulted in the apprehension of the Rank 7 Most Wanted Person in the region.

Recognition for Long-Term Service

In addition to the gallantry awards, two non-commissioned officers received the Medalya ng Paglilingkod for their long-standing service. Police Chief Master Sergeant Rulymar Laquinon and Police Senior Master Sergeant Ronelon Reveche were honored for having rendered 20 years of faithful, dedicated, and honorable service in the Philippine National Police.

Their recognition highlights a steadfast commitment to duty and exemplary dedication to public service, serving as an inspiration to their peers and the community.

Lieutenant Colonel Malong noted that the recognition of these outstanding personnel reflects PRO-NIR's deep appreciation for the sacrifices, dedication, and professionalism of its police officers.
