Executive Secretary Ralph Recto has clarified that the delay in the distribution of financial assistance to several barangays in Batangas is not politically motivated but rather due to incomplete documentary requirements for auditing purposes. This statement comes in response to allegations made by Batangas 1st District Representative Leandro Leviste, who claimed that some barangays have yet to receive their PHP 200,000 fund under the 'Bawat Barangay Makikinabang' program.
Documentary Requirements Cited
Recto explained that the delay stems from the failure of some barangays to submit the necessary documents required by the Commission on Audit (COA). He emphasized that the government is committed to ensuring transparency and accountability in the use of public funds. Under the program, each of the approximately 42,000 barangays nationwide is entitled to PHP 200,000 for projects such as streetlights, CCTV cameras, emergency facilities, and educational support for graduating college students.
Majority of Barangays Already Received Aid
The official noted that most barangays in Batangas have already received their allocation, while the remaining funds will be released as soon as the required documents are completed. Recto stressed that government assistance programs should not be used as political issues, asserting that such aid is a right of every barangay. He urged all parties to avoid politicizing the distribution process and to focus on the welfare of the beneficiaries.
Recto's clarification aims to dispel any misconceptions about the delay and to reassure the public that the government is diligently working to expedite the release of funds while adhering to legal and auditing standards.
