Senate to Implement Work-From-Home and Skeletal Workforce During Recess for Cost Savings
The Senate of the Philippines is set to enforce a work-from-home policy and skeletal workforce arrangements for its employees, effective April 6, as part of measures to reduce operational costs and energy consumption. This initiative coincides with the congressional recess scheduled from March 21 to May 3, aiming to optimize resources during this period of reduced legislative activity.
Details of the New Workforce Policy
According to a memorandum issued by Senate Secretary Mark Llandro Mendoza, all employees will be required to report onsite on the first Monday of each month. For the remaining Mondays and from Tuesdays to Thursdays, employees will either work from home or be part of a skeletal workforce, with the specific arrangements determined by their respective department heads. This flexible approach is designed to maintain essential functions while minimizing physical presence in the Senate premises.
Essential Offices to Maintain Skeletal Workforce
Key operational offices, including maintenance, security, medical services, records management, and legislative services, will continue to operate with a skeletal workforce throughout the recess. This ensures that critical support functions remain active to address any urgent needs or emergencies that may arise during the break in regular sessions.
Energy Conservation Measures
In addition to workforce adjustments, the Senate is implementing energy-saving protocols to further cut costs. The central air-conditioning system will operate only from 8 a.m. to 5 p.m., with the thermostat set at 24°C. This measure is expected to significantly reduce electricity usage, aligning with broader efforts to promote sustainability and fiscal responsibility within the government institution.
Temporary Implementation During Recess
Secretary Mendoza emphasized that these policies are temporary and will be enforced exclusively during the Senate recess. The arrangements will remain in effect until further notice, with adjustments possible based on operational requirements or changes in the congressional schedule. This strategic move reflects the Senate's commitment to efficient resource management without compromising essential services during periods of legislative downtime.
