Senate Develops Contingency Plan to Address Oil Price Volatility

Senator Sherwin Gatchalian announced on Thursday that the Senate is actively preparing a potential contingency measure, referred to as Bayanihan 3, to mitigate the effects of volatile oil supply and prices. This proposal is under review as a fallback strategy should current economic conditions deteriorate, necessitating additional government intervention.

Key Components of the Proposed Measure

Gatchalian outlined that the Bayanihan 3 plan would concentrate on three primary areas: identifying appropriate funding sources, expanding subsidies and assistance programs, and implementing economic stimulus or "pump-priming" measures to bolster growth. He emphasized that while there is no definitive direction yet, preparations are underway to ensure readiness if the situation escalates.

"There is no definite direction yet, but we are preparing in case it becomes necessary," Gatchalian stated during a radio interview, highlighting the proactive approach of the Senate.

Funding Requirements and Sources

The senator indicated that funding needs could vary significantly, ranging from PHP90 billion to as much as PHP400 billion, depending on how the oil price scenario unfolds. Factors influencing this range include the potential requirement for large-scale repatriation of overseas Filipino workers. To finance the measure, the government might utilize existing savings or propose a supplemental budget, ensuring flexibility in response to emerging needs.

Expansion of Targeted Subsidies

Gatchalian stressed the importance of broadening targeted subsidies to directly aid vulnerable households and transport workers impacted by rising fuel costs. "Targeted assistance should be expanded because it directly helps those in need," he asserted, advocating for a focused approach to support those most affected by economic pressures.

Procurement Safeguards and Anti-Corruption Measures

In addition to subsidy expansion, the senator warned against suspending bidding rules, as seen in previous Bayanihan measures, to prevent corruption risks. "Procurement laws should not be suspended because there is a risk of corruption," Gatchalian cautioned, underscoring the need to maintain transparency and accountability in government spending.

Ongoing Review and Future Considerations

Despite the preparations, Gatchalian noted that the proposal remains under careful review, especially as global oil prices have shown signs of easing due to recent international developments. The Senate will continue to monitor the situation closely before deciding whether to advance Bayanihan 3, framing it as a contingency plan rather than an immediate policy directive. He added that existing funds may suffice in the short term, but authorities must stay prepared for any shifts in conditions.
