In a significant law enforcement operation, personnel from the Criminal Investigation and Detection Group (CIDG) Cebu Provincial Field Unit have successfully apprehended two most wanted persons, including one minor, on charges related to three counts of rape. The arrests were carried out on Wednesday morning, April 1, 2026, at 8:15 a.m. in Purok 7, Katikan, Barangay Tapul, Talisay City.
Details of the Apprehension
The suspects, identified by aliases as Rael, aged 19, and Boy, aged 17, are both residents of the aforementioned location. They are notably recognized as Regional Level Number 9 on the list of Most Wanted Persons, highlighting the severity of their alleged crimes. Following their capture, the individuals are currently detained at the custodial facility of CIDG 7 in Camp Sotero Cabahug, pending further legal proceedings.
Legal Basis and Ongoing Efforts
The manhunt operation was initiated by the tracker team of CIDG 7 based on a warrant of arrest issued by Judge Mundlyn Geonzon-Misal-Martin, the Assisting Judge of the Regional Trial Court (RTC) 7, Branch 65 in Talisay City. This warrant was issued on March 16, 2026, and notably, no bail was recommended for the temporary freedom of the two suspects, underscoring the gravity of the charges against them.
This arrest is part of Oplan Pagtugis, the flagship program of the CIDG aimed at targeting individuals with pending warrants of arrest. According to sources from CIDG 7, there are still five other accused persons in this rape case who remain at large. Out of a total of seven suspects for whom warrants have been issued, only two have been captured so far, indicating that police efforts are ongoing to locate and apprehend the remaining individuals.
Implications and Community Impact
The successful operation in Talisay City marks a critical step in addressing serious criminal activities in the region. The involvement of a minor in such a high-profile case raises concerns about youth involvement in violent crimes, potentially prompting further investigations into underlying social issues. Authorities continue to urge the public to cooperate by providing any relevant information that could lead to the arrest of the other suspects, emphasizing the importance of community vigilance in maintaining safety and justice.
