Comelec Transmits 2022 Senatorial Candidates' SOCE Records to Anti-Corruption Body ICI

The Commission on Elections (Comelec) has officially transmitted the Statements of Contributions and Expenditures (SOCE) of seven senatorial candidates from the 2022 national and local elections to the Independent Commission for Infrastructure (ICI). This move comes in response to a formal request from the ICI, a fact-finding body established to investigate corruption allegations in government flood control and infrastructure projects.

Comelec Chairman George Garcia Confirms Full Cooperation

In a recent interview, Comelec Chairman George Garcia disclosed that the poll body has forwarded the SOCE documents of the seven candidates, which include both winners and losers from the 2022 senatorial race. "There are more or less seven candidates for the senator. There were winners and there were those that didn't win," Garcia stated, emphasizing the non-partisan nature of the submission.

Garcia further affirmed the Comelec's unwavering support for the ICI's investigative efforts, noting that all requested documents are public records. "The Comelec is fully supportive of the ICI, whatever documents they will need. Anyway, these are all public documents," he added, highlighting the transparency of the process.

Details of the SOCE Submission Process

The ICI's request specifically targeted copies of the 2022 SOCE from various candidates, encompassing both national and local levels. Upon receiving the request, the Comelec promptly directed the matter to its Political Finance and Affairs Department (PFAD) for immediate action. "We sent it to our Political Finance and Affairs Department (PFAD) for them to immediately communicate and give these documents to ICI," Garcia explained, outlining the procedural steps taken to ensure timely compliance.

The SOCE is a critical document in Philippine elections, as it provides a comprehensive, itemized account of all contributions received and expenditures made by candidates and political parties during the campaign period. Its submission is mandatory under election laws, serving as a tool for accountability and transparency in political financing.

Implications for Government Accountability

This development underscores the ongoing efforts to enhance governance and combat corruption within the Philippines. By facilitating access to these public records, the Comelec is aiding the ICI in its mandate to probe irregularities in infrastructure projects, which have long been a concern for public funds and development initiatives.

The collaboration between the Comelec and ICI reflects a broader commitment to upholding integrity in public office, ensuring that election-related finances are scrutinized to prevent misuse and promote ethical standards among political candidates.
