This directive comes as Catholic devotees began the traditional nine-day Simbang Gabi dawn masses.
Presidential Directive for a Secure Yuletide Season
Speaking at Malacañan Palace on Wednesday, December 17, 2025, during the oathtaking of 50 newly promoted star-ranked PNP officers, President Marcos emphasized the need for heightened vigilance. He stated that the increase in public movement and gatherings during the holidays necessitates stronger security protocols to protect citizens.
"As we are in the holiday season, when more people are out in public and families are on the move, this period calls for heightened security and vigilance," the President said. He instructed police forces to maintain a visible presence in key areas to reassure the public.
PNP Deployment and Security Measures
The PNP has already activated its annual holiday security plan, placing all units on alert status. To deter crime and ensure order, the police force will deploy over 100,000 personnel across the country. Their focus will be on:
- Major highways and transportation hubs
- Public markets, churches, and crowded community spaces
- Areas known for Christmas celebrations and family gatherings
President Marcos urged the officers to "ensure the safety of every citizen so that we can truly feel the joy of the Christmas season with peace of mind, unity, and genuine happiness." He reminded them that public service continues uninterrupted, even during celebrations.
Simbang Gabi Commences Amid Tightened Security
The President's order coincides with the start of the cherished Simbang Gabi tradition. On Tuesday, December 16, Filipino Catholics attended the first dawn mass at churches nationwide, including the Diocesan Shrine and Parish of St. Joseph in Las Piñas City.
This nine-day devotional practice sees churches filled in the early morning, significantly increasing foot traffic in communities. The PNP's enhanced security measures are designed to safeguard these religious events and all other holiday activities.
President Marcos concluded by congratulating the promoted officers and reaffirming his administration's full support for the PNP, recognizing its critical role in maintaining peace and order. He encouraged them to find time for their own families while fulfilling their duty to protect the nation.
