Philippine Coast Guard Implements Free Ferry Program in Basilan Amid Shipping Crisis

The Philippine Coast Guard (PCG) has taken swift action to address a transportation emergency in the Basilan region by launching a "Libreng Sakay" or free ride program. This initiative, which commenced on Friday, January 30, 2026, aims to provide crucial support for passengers traveling between Zamboanga City and Lamitan City via Isabela City. The program was established to mitigate the significant disruptions caused by the recent grounding of the entire passenger fleet operated by Aleson Shipping Lines.

Grounding of Aleson Shipping Lines Fleet

The Department of Transportation issued a suspension order on Tuesday, January 27, 2026, grounding all passenger vessels of Aleson Shipping Lines. This decisive measure followed a maritime incident where the company's vessel, M/V Trisha Kerstin 3, sank near Baluk-Baluk Island in Hadji Muhtamad, Basilan, just one day prior. The grounding has severely impacted local communities, particularly Lamitan City, a major trading hub in Basilan that relies heavily on Aleson Shipping Lines as the sole provider of passenger services in the area.

Details of the PCG's Libreng Sakay Program

To alleviate the transportation woes, the PCG-Zamboanga has deployed the BRP-Capones (MRRV 4404), a multi-role response vessel, to ferry affected passengers. The service prioritizes vulnerable groups, including:

  • Senior citizens
  • Persons with disabilities
  • Pregnant women
  • Children

Passengers are required to register at the Coast Guard Station (CGS)-Zamboanga, where they will be transported via PCG rescue trucks to the designated vessel. For verification purposes, individuals must bring valid identification cards or other official documents. The PCG emphasized that this free service is part of their commitment to ensuring public safety and convenience during this challenging period.

Alternative Shipping Arrangements by Marina

In a parallel effort to restore normalcy, the Maritime Industry Authority (Marina) has announced temporary measures to fill the service gap. M/V Rebecca, operated by Montenegro Shipping Lines, will temporarily serve the Zamboanga City-Lamitan City route. This vessel, with a capacity for 522 passengers, arrived in Zamboanga City on Friday, January 30, and is expected to commence operations as soon as possible. Marina has assured the public that there will be no fare increase, maintaining affordability for commuters during this transition.

The collaborative response from the PCG and Marina highlights the importance of robust maritime infrastructure and emergency protocols in the Philippines. As residents of Basilan navigate these changes, the initiatives aim to cushion the economic and social impacts of the shipping suspension, ensuring continued connectivity for this vital island region.
