In a stirring address at the 2026 Central Visayas Regional Athletic Association (CVIRAA) Meet opening ceremony, Cebu Governor Pamela Baricuatro inspired over 6,400 young athletes to embody discipline and good character as they compete. The event, held on Sunday at the Teodoro “Doring” Mendiola Sr. Sports Field and Track in the City of Naga, highlighted the province's unwavering commitment to grassroots sports development.
A Message of Hope and Belief
Governor Baricuatro reminded the 5,263 participating athletes that they represent more than just their schools and provinces—they are the future of Central Visayas. "As governor of Cebu, I want you to know this: We believe in you. You are not just athletes — you are the future of Central Visayas," she declared, emphasizing the region's investment in their potential.
Celebrating Hard Work and Resilience
She praised the athletes' dedication, acknowledging the hardships they endured to reach this level. "I know the hardships you've been through to get here… and that alone already makes you winners," Baricuatro added. She stressed that the games transcend mere medal counts, focusing instead on core values like discipline, courage, and character. According to her, true champions are defined by resilience, respect, and perseverance in the face of challenges.
Record Participation and Team Highlights
The weeklong meet attracted a total of 6,430 delegates, including 5,263 athletes and 1,167 officials. Cebu City fielded the largest team with 735 participants, followed closely by Cebu Province with 671 and Bohol with 669, showcasing the widespread enthusiasm for sports across the region.
Ambitious Plans for a World-Class Sports Arena
In a significant announcement, Governor Baricuatro revealed plans for a world-class sports arena in Cebu, developed through a partnership with the Philippine Sports Commission. "That has been my dream — a place where athletes like you can train better, compete bigger, and dream even higher," she explained. Reports indicate that MTD Philippines has proposed building the sports complex in Naga City under a public-private partnership, leveraging their experience from developing facilities for the 2019 Southeast Asian Games in New Clark City.
Encouragement and Official Remarks
Baricuatro urged all athletes to give their best effort, regardless of outcomes. "Whether you win or lose, what matters is that you gave your heart," she said, reinforcing the importance of passion and effort over mere victory. Outgoing DepEd 7 Director Salustiano Jimenez described the meet as "very memorable" and extended a welcome on behalf of incoming Director Arturo Bayucot, who is currently engaged with the Northern Mindanao Regional Athletic Association Meet in Region 10.
Hosted by the City of Naga, the CVIRAA Meet will continue through March 28, serving as a crucial qualifying event for the Palarong Pambansa, further underscoring its role in nurturing athletic talent across the Philippines.
