Cotabato City Embraces Digital Payments with GCash Integration

Officials from the Cotabato City Local Government Unit, alongside representatives from GCash, have spearheaded the introduction of cashless payment solutions in the city. This strategic partnership enables residents to conveniently settle local taxes and fees through advanced digital channels, marking a significant step forward in modernizing municipal services.

Streamlining Government Transactions

Paying government fees in Cotabato City has now become faster, safer, and more efficient as the local government unit officially launches cashless payment options in collaboration with GCash, the Philippines' premier finance superapp and largest cashless ecosystem. Since the partnership's inception in May 2024, the initiative has successfully introduced Scan to Pay and Bills Pay features, empowering citizens to manage local financial obligations directly from their mobile devices using the GCash application.

This innovative approach effectively eliminates prolonged waiting times at city offices and mitigates the inherent risks associated with traditional manual cash transactions. The initiative directly confronts persistent challenges within the LGU's collection system, including extensive queues, cash-handling inefficiencies, restricted payment channels, and insufficient digital infrastructure. These longstanding issues have historically impacted operational efficiency, municipal employees, and the broader community of constituents.

Enhanced Features and Operational Benefits

Through the Scan to Pay functionality, users can effortlessly scan a QR code displayed at city offices to complete payments instantly. Conversely, the Bills Pay feature allows residents to settle fees remotely at any time, completely removing the necessity for in-person queuing. Collectively, these features provide unparalleled flexibility and accessibility for Cotabateños, while simultaneously assisting the local government in reducing congestion and enhancing transparency across its financial processes.

The cashless system further amplifies safety protocols by minimizing physical cash handling and potential errors linked to manual record-keeping. This ensures more precise reconciliation and streamlined fund management. Cleo Santos, Vice President and Head for Public Sector at GCash, emphasized the transformative impact, stating, "The integration of GCash in Cotabato City is a testament to the powerful impact of digital transformation on local governance. By replacing cash with a secure, efficient, and transparent payment system, we are actively supporting the city in streamlining its administrative services and fostering a better experience for every constituent."

Broader Regional Digital Transformation

The collaboration between Cotabato City and GCash constitutes a vital component of a larger endeavor to digitize government payments across the Bangsamoro Autonomous Region in Muslim Mindanao, thereby reinforcing the region's ongoing digital evolution. In his State of the City Address, Mayor Mohammad Ali "Bruce" Matabalao highlighted the program's success, noting, "Over 1,200 market vendors and tricycle operators are now enrolled in PalengQR Ph Plus, and daily transactions have increased by 30 percent within the first year of implementation—reflecting strong local acceptance of cashless commerce."

This initiative holds profound relevance for BARMM as the region continues to fortify its economic foundations and expand digital capabilities amidst sustained development efforts. In Cotabato City, one of BARMM's primary urban centers, the program plays a pivotal role in advancing financial inclusion by enabling residents to access essential services and government assistance more conveniently and securely through digital platforms.

Advancing Inclusive Digital Adoption

By adopting this cashless ecosystem, Cotabato City is effectively addressing operational bottlenecks commonly encountered by LGUs while taking a crucial stride toward inclusive digital adoption. This empowers citizens to conduct transactions securely and confidently using technology already at their fingertips. The partnership underscores the expanding role of digital finance in enhancing local governance, with GCash continuing to support local government units nationwide in developing more efficient, transparent, and citizen-centric systems.

This collaboration not only modernizes payment processes but also sets a precedent for other municipalities aiming to leverage technology for improved public service delivery and community engagement.
