The Overseas Workers Welfare Administration (OWWA) and GCash have announced a strategic partnership to digitize the payment of membership fees for Overseas Filipino Workers (OFWs). This collaboration allows OFWs to conveniently and securely pay their OWWA dues using the Bills Pay feature within the GCash mobile application, accessible anytime and anywhere. The initiative is particularly timely, as ongoing conflicts in the Middle East underscore the urgent need for reliable and accessible digital solutions to support Filipinos abroad.

Enhancing Support for OFWs Through Digital Innovation

Active OWWA membership provides critical benefits, including emergency repatriation services, reintegration assistance, and social support such as healthcare, legal aid, and livelihood programs. By transitioning the renewal process to a digital platform, OWWA and GCash aim to ensure uninterrupted access to these essential protections, especially during periods of crisis. The partnership reflects a broader effort to modernize services for migrant workers, leveraging technology to enhance their safety and well-being.

Atty. Patricia Yvonne "PY" Caunan, OWWA Administrator, emphasized the importance of this digital shift. "Digitizing the OWWA membership renewal via GCash is a vital component of how our agency is continuously modernizing for the benefit of our countrymen working abroad," she stated. "We're glad to have allies in the private sector to help us continue extending the safety of home and the protections of the government to our migrant workers."

During the memorandum of agreement signing, Caunan highlighted GCash's advocacy for digital finance and financial literacy as key drivers in advancing economic inclusion. This collaboration supports the national goal of making migrant work a sustainable livelihood choice rather than a necessity for Filipinos.

Practical Details and Benefits for OFWs

OWWA membership payments will be available through the GCash app starting April 16, 2026. To assist OFWs during the current crisis, transaction fees will be waived for three months, until July 16, 2026. The payment process is straightforward:

  1. Open the GCash app and tap on the Bills section.
  2. Select Government, then choose the OWWA icon.
  3. Enter personal details and reference number, then proceed to payment.

Beyond membership fees, OFWs can utilize GCash for a range of financial services, including sending remittances, paying bills in the Philippines, and accessing savings, credit, insurance, and investment products. This comprehensive ecosystem helps OFWs manage their finances effectively and stay connected with their families.
