According to a statement from the City Hall Information Office, the campaign is grounded in Republic Act No. 6713, also known as the Code of Conduct and Ethical Standards for Public Officials and Employees. This law serves as the foundation for promoting integrity and accountability in public service.

The "Be Wise" campaign introduces four key principles to guide online and workplace behavior:
