Cebu Province Launches 6-Year Education Plan with Tutoring

The Province of Cebu will launch a six-year education plan on June 2, 2026, implementing a province-wide remedial tutoring program aimed at rescuing early-grade students who are unable to read, write, and count.

Mandatory Tutoring for CP-Gifts Scholars

Scholars under the Cebu Province – Grants Intended for Tertiary Students (CP-Gifts) program will soon be required to tutor children in public schools in their neighborhoods to continue receiving financial assistance. This is one of two major agenda items that also seeks to hire unemployed education graduates to conduct separate and well-supplied remedial lessons across the province.

Christopher Baricuatro, executive assistant and focal person of the Provincial School Board, told SunStar Cebu on Wednesday, May 29, 2026, that he will formally propose the ordinance at the next meeting.

Tutoring Details

Under the proposal, college scholars from all courses must use their free time or weekends to tutor children from Grades 1 to 3 in English comprehension and mathematics numeracy. The program aims to address the education crisis declared by the Province of Cebu in March.

According to data from the Second Congressional Commission on Education (Edcom 2), only 32 percent of Cebuano students in Grades 1 to 3 pass reading comprehension assessments.

Monitoring and Assessment

To monitor progress, the province will partner with the Synergeia Foundation to conduct literacy and numeracy assessments every three to six months.

Hiring of Paid Tutors

The province will recruit individuals who have not yet passed the board exam or unemployed education graduates to serve as paid tutors, with the local government providing an honorarium for their services. Baricuatro added that this initiative will help college graduates gather credentials for future ranking with the Department of Education (DepEd), while also addressing the current job mismatch that forces many education alumni to enter sales or other fields unrelated to their degree.

Beyond tutoring, the six-year agenda also targets infrastructure and health. Plans include mobilizing daycare centers in 103 barangays.
