A proposed resolution in Cebu City seeks mandatory refresher training for all barangay ambulance drivers and emergency personnel following a fatal accident on the Archbishop Reyes flyover that claimed the life of a student.
Details of the Proposal
The resolution, introduced by Councilor Joel Garganera, aims to strengthen compliance with traffic laws, defensive driving, emergency vehicle operation, and road safety standards. It will be implemented in coordination with the Cebu City Disaster Risk Reduction and Management Office (CCDRRMO), Land Transportation Office (LTO), Highway Patrol Group (HPG), and Cebu City Police Office (CCPO).
Background of the Incident
The proposal comes in response to the April 14 incident where student Braille Nichole Kwek died after a barangay ambulance allegedly counterflowed on the flyover and collided with a motorcycle. Officials stressed that while ambulances have priority during emergencies, they must still exercise caution and strictly follow safety protocols to prevent fatalities.
Expanded Coverage
During deliberations, Councilor Harold Go suggested expanding the resolution to include all ambulance drivers in Cebu City, not just those from barangays. Councilor Alvin Arcilla expressed concern that other emergency-related vehicles, including patient transport units used by local government offices, should also be included in the retraining program. Councilor Dave Tumulak added that these vehicles function similarly to ambulances and are often used to transport patients, posing risks if drivers lack proper training.
Safety Measures on Flyovers
Councilor Francis Esparis warned against counterflowing on flyovers due to limited visibility and high risk of head-on collisions. He noted that on flyovers, drivers have restricted view of oncoming traffic, making counterflow extremely dangerous. Councilor Tumulak also recommended that the Cebu City Transportation Office (CCTO) install "no overtaking" signage on all flyovers to prevent similar incidents.
The initiative aligns with an earlier statement by Mayor Nestor Archival, who ordered a review of emergency vehicle policies regarding flyover usage.
