CAB Lowers Fuel Surcharge to Level 13 for June 1-15

The Civil Aeronautics Board (CAB) has announced a reduction in the fuel surcharge from the current Level 15 to Level 13, effective for the period of June 1-15, 2026. This adjustment aims to provide some relief to passengers amid fluctuating oil prices.

New Fuel Surcharge Rates

Under the new Level 13, passengers traveling on domestic flights can expect fuel surcharges ranging from PHP423 to PHP1,237, depending on the distance. For international flights, the surcharge will range from PHP1,396.74 to PHP10,385.42. This is a decrease from the current Level 15 rates, which were set between PHP491 and PHP1,436 for domestic routes and PHP1,621 to PHP12,056 for international destinations.

Understanding Fuel Surcharge

Fuel surcharge is an additional fee that airlines may collect on top of the base fare to offset costs arising from oil price volatility. The CAB has been implementing a 15-day price monitoring and adjustment cycle to mitigate the impact of fuel price surges on air travel expenses.

The interim measure will remain in effect until the current situation stabilizes or until further revisions are made. Airlines intending to impose or collect fuel surcharges must file their applications with the Office of the Executive Director before the effectivity period.

The applicable conversion rate for the June 1-15 period is PHP61.45 to the U.S. dollar, as stated in the CAB advisory issued on Thursday.
