Mandaue City is set to begin the construction of two major infrastructure projects—the Mandaue City College (MCC) and a modernized Mandaue City Hospital (MCH)—within the first quarter of 2026. This follows the successful allocation of funds under the 2026 General Appropriations Act (GAA), as confirmed by city officials.

Substantial Funding Approved for Key Projects

City Administrator Atty. Gonzalo Malig-on Jr. announced that the city has secured P415 million for the hospital project and P450 million for the college under the national budget. The implementation of both projects is expected to commence before the end of the first quarter of this year.

Malig-on emphasized that these developments realize the long-standing vision of Mayor Thadeo Jovito “Jonkie” Ouano to expand educational access and enhance medical services for Mandauehanons. "The mayor's vision to establish the Mandaue City College and to upgrade the Mandaue City Hospital will finally start this year, hopefully by the end of the first quarter," Malig-on stated.

Additional Funding and Political Support

However, the official clarified that the amounts in the GAA do not yet represent the total funding requested by the city. He indicated that additional financial commitments from national officials are expected to be released in phases.

The city government had previously announced securing nearly P1.5 billion in pledged funds for the two projects following Mayor Ouano's advocacy visit to the Senate in August last year. Key senators who pledged support include:

  • Senator Christopher "Bong" Go
  • Senator Vicente "Tito" Sotto III
  • Senator Manuel "Lito" Lapid
  • Senator Raffy Tulfo

Mandaue City Lone District Representative Emmarie “Lollypop” Ouano-Dizon also provided her support for the initiatives.

Project Implementation and Details

The Department of Public Works and Highways (DPWH) has been designated as the implementing agency for both projects. To ensure quality, especially for the hospital, the city is currently preparing a detailed engineering design (DED) that the DPWH will follow.

Once completed, the Mandaue City Hospital will be upgraded to a Level II facility. The new MCC campus will be constructed at Norkis Park in Barangay Looc. Currently, the college operates within the Mandaue City Cultural and Sports Complex in Barangay Centro.

Malig-on assured the public that the ongoing operations of the existing hospital will not be disrupted during construction. In a related development, Mayor Ouano disclosed a partnership with the Cebu Technological University (CTU), which has secured P80 million in funding for another project to be built on the same site as the new MCC.
