Young activists in Cebu City have launched a powerful call for social justice, demanding answers for the failed flood control projects that have resulted in tragic deaths and significant property damage for riverside communities. The movement gained momentum on November 10, 2025, as concerned citizens voiced their frustration over what they describe as ineffective infrastructure spending.

Voices of the Affected Demand Action

Marsh Villegas, speaking on behalf of the youth groups, emphasized the urgent need for accountability. "They must answer for this - many people have suffered damage and some have even lost their lives," Villegas stated. The activist highlighted the concerning gap between massive budget allocations and actual results, noting that "a huge budget was allocated for flood control but it remains ineffective."

The youth coalition is pushing for comprehensive investigations targeting contractors, developers, and government officials who have been observed maintaining luxurious lifestyles despite the project failures. They specifically called for thorough background checks and record reviews before any government contracts are issued.

Growing Frustration with Lack of Consequences

Another youth representative expressed exhaustion with the recurring pattern of issues being raised on social media without meaningful resolution. "We're tired of hearing the same issues repeatedly surface on social media, especially when they result in deaths but no one is held responsible," the speaker noted.

The group pointed to previous hearings concerning flood control projects that failed to produce any arrests or substantial accountability measures. They criticized what they perceive as government circular discussions that provide no concrete solutions, even as casualties continue to mount.

Government Response and Project Scale

Mayor Nestor Archival responded to the social justice demands on November 10, 2025, by committing to consult with the Department of Public Works and Highways (DPWH). "We will seek and check with DPWH regarding our affected areas in Cebu City, particularly those impacted by flash floods that had flood control projects," the mayor assured.

Archival acknowledged his previous unawareness of the P150 million flood control project in Bacayan, Pit-os Bridge, stating he only became informed through recent events. He clarified the necessity for comprehensive reviews of flood control projects, recognizing that public funds are being used inefficiently.

The scale of the DPWH's involvement is substantial, with 179 flood control projects implemented in Cebu Province from 2016 to 2025, valued at P17.44 billion. This massive investment makes the demand for accountability and effective results even more pressing for the affected communities.
