Cebu Launches Tourism Incentive Program to Boost Overnight Stays in Rural Towns

The Cebu Provincial Government has officially launched a new and comprehensive incentive program specifically designed to increase overnight stays in towns located outside major urban centers. This strategic initiative aims to spread tourism income more evenly and strengthen local economies across the entire province, moving beyond the traditional focus on city-based tourism.

Shifting Focus to Countryside Development

At the heart of Cebu's 2026 tourism roadmap is the Cebu Tourism Incentive Program. This program seeks to actively encourage organized group tours, meetings, incentives, conferences and exhibitions (Mice), and large travel groups to explore all 51 local government units within the province.

Provincial Tourism head Rowena Lu Montecillo emphasized that this program marks a significant shift from city-focused tourism to genuine countryside development. "This ensures that growth remains inclusive and community-driven," Montecillo stated during the launching of the 2026 International Travel Festival. "By encouraging overnight stays in our municipalities, we are directly supporting local jobs, small enterprises, and community-based tourism initiatives."

Incentive Structure and Economic Impact

Under the newly established program, tour operators who bring guests to stay at least one night in participating towns will receive substantial support from the provincial government. These supports include:

  • Airport reception services for arriving groups
  • Welcome kits for guests to enhance their experience
  • Cultural performances in selected destinations to showcase local heritage

The specific incentives provided will depend on the number of visitors brought to partner towns, creating a scalable model that rewards operators for bringing more tourism to rural areas.

By requiring at least one overnight stay, the province aims to ensure that tourism earnings flow directly to local businesses including hotels, restaurants, transport providers, and micro, small, and medium enterprises. This approach also seeks to increase the average length of stay of visitors, which is a key measure of tourism revenue growth and economic impact.

Strategic Tourism Expansion

While Cebu City and Mactan remain the primary gateways for international and domestic travelers, Montecillo highlighted that future growth lies in linking travel routes across northern and southern Cebu. This connectivity will allow tourists to explore emerging destinations beyond established urban centers, creating a more diverse and comprehensive tourism experience.

The incentive program supports Cebu's broader tourism master plan, which includes theme-based routes and clustered destinations specifically designed to promote multi-stop travel throughout the province. Montecillo, who previously served as Central Visayas' tourism director, noted that this initiative could help tour operators cope with rising costs in transport, promotions, and marketing.

"By covering part of the reception and promotional expenses, the provincial government effectively reduces the cost of including emerging towns in tour packages," Montecillo explained.

Focus on Group Travel and Digital Integration

Beyond standard leisure trips, the Cebu Tourism Incentive Program provides specialized support for organized group tours, large-scale travel movements, Mice events, and special occasions that generate significant hotel room bookings and local spending. The program also includes coordinated marketing efforts with private partners and operational support to ensure smooth handling of visitors throughout their stay.

Alongside the incentive program, Montecillo revealed that Cebu is accelerating digital efforts to improve destination visibility and trip planning capabilities. These digital initiatives include:

  1. Upgrading the province's official tourism website with enhanced features
  2. Launching an integrated online booking platform for seamless reservations
  3. Creating a comprehensive digital advertising virtual map covering all 51 municipalities

The virtual map specifically aims to make travel planning more accessible and increase visibility for tourism partners and potential investors interested in Cebu's diverse offerings.

Building a Sustainable Tourism Future

Montecillo expressed strong confidence that combining targeted incentives, strategic destination clustering, and comprehensive digital integration will attract more visitors to Cebu, encourage investment in rural areas, and strengthen the province's position as a diverse and sustainable tourism destination in the Visayas region.

The program is open to accredited tour operators and other tourism stakeholders willing to promote Cebu's 51 towns through joint marketing initiatives and specially designed tour packages. Additionally, the program will strengthen services at airport information desks to guide arriving travelers and ensure smooth coordination with operators throughout their visit.

By aligning incentives with marketing campaigns and tour packaging strategies, the province aims to significantly increase visitor arrivals while spreading economic benefits beyond key urban hubs, creating a more balanced and resilient tourism economy for all of Cebu's communities.
