Metro Cebu and Yokohama Collaborate to Accelerate Sustainable Urban Development
In a significant move to fast-track low-carbon development and strengthen disaster preparedness, the Cebu Provincial Government and Yokohama City have conducted a joint workshop. This initiative is designed to connect local projects with potential Japanese investors and technical partners, marking a pivotal step in urban sustainability efforts.

The "Metro Cebu–Yokohama Workshop for Promoting Decarbonized City Development and Disaster Resilience Enhancement in Metro Cebu" was held on Thursday, February 19, 2026, at the Summit Galleria Hotel. This event is part of the City-to-City Collaboration Project (C3P), which receives support from Japan's Ministry of the Environment. The primary goal is to advance sustainable urban solutions under the Mega Cebu Vision 2050 roadmap, focusing on innovative and greener technologies to address critical city issues.
According to Elizar Sabinay Jr. from the Provincial Planning and Development Office, the C3P emphasizes introducing cutting-edge technologies to tackle pressing urban challenges. These include solid waste and wastewater management, power supply, transportation, and mobility systems. The workshop served as a platform for cities like Cebu, Danao, and Mandaue to present their priority projects to Yokohama-based companies, which could serve as investors or implementers.
Key Projects and Future Steps
Among the proposed projects are emergency power supply systems, waste management measures during disasters, and broader urban resilience initiatives. Sabinay highlighted that these presentations represent the next phase in accessing grants from Yokohama through the C3P. Japanese firms are expected to implement approved projects and receive subsidies from both Yokohama and Japan's Ministry of the Environment, fostering a collaborative financial and technical framework.
Japanese Consul General Yudai Ueno described the workshop as a crucial step in promoting sustainable and resilient urban development. He noted that Yokohama has been strengthening decarbonization initiatives since 2025, with ongoing support from Japan's environment ministry, underscoring a long-term commitment to environmental goals.
City-Specific Initiatives and Broader Participation
Cebu City submitted projects aligned with its updated Land Use Plan, including waste-to-energy projects, energy efficiency measures, electric vehicle adoption, and agricultural method improvements. Mandaue City emphasized its comprehensive drainage master plan, solid waste management enhancements, and green infrastructure projects. Danao City proposed installing solar systems in public markets and other government facilities, along with emergency backup power systems to ensure continuity during crises.
The workshop also saw attendance from officials and representatives of Talisay and Lapu-Lapu, indicating a region-wide engagement in these sustainability efforts. This collaborative approach aims to create a more resilient and environmentally friendly Metro Cebu, leveraging international partnerships for local benefit.
