Payroll Processing Timeline Clarified

LLCC Administrator Maria Noeleen Borbajo provided detailed explanations during an interview with SunStar Cebu on Tuesday, November 25, 2025. She emphasized that the college follows strict payroll procedures requiring employees to submit their Daily Time Records twice monthly - on the 15th and at month's end.

The processing period for November 1-15 payments coincided with the first semester's conclusion, when teachers needed to submit final grades and obtain academic clearance before receiving honoraria. With November 15 falling on a Saturday, DTR submissions were completed by November 18.

Holiday Schedule Impact

Payroll processing began on November 19 but encountered a temporary pause on November 20 due to the local fiesta holiday, followed by the weekend. Despite this brief interruption, the college successfully released over P700,000 in salaries for 71 part-time employees on November 24.

This payment occurred just four working days after the DTR deadline, well within the standard processing timeline according to college administration.

Transparency and Accountability

The issue gained attention when Councilor Annabeth Cuizon, who chairs the Lapu-Lapu City Committee on Education Council, demanded explanations from LLCC administration regarding the reported delays. Cuizon stressed the importance of transparency, accountability, and timely compensation for educators.

Borbajo firmly dismissed speculation about insufficient funds, confirming that the annual budget remains more than adequate thanks to strong support from the City Government. The administrator's statements aimed to reassure faculty members and address concerns about the institution's financial stability and commitment to employee welfare.
