At least 18 applicants underwent interviews as the Lapu-Lapu City Government officially launched its expanded scholarship program for higher education on July 9, 2026.
City Councilor Annabeth Cuizon, chairperson of the Committee on Education and a member of the scholarship committee, said in a message to SunStar Cebu that the applicants were shortlisted based on submitted applications and updated requirements under the Lapu-Lapu City Scholarship Program for Higher Education. The launch was held at the Local Youth Development Office (LYDO).
Merit-and-Need-Based Evaluation
Cuizon noted that applicants were ranked using a merit-and-need-based evaluation system, with scores derived from four components: academic standing, face-to-face interview, socio-economic status, and priority degree programs.
The scholarship program was formerly known as the “Lapu-Lapu City Educational Assistance for Higher Education Program” after amendments to Ordinance No. 17-062-2026. The scholarship committee is chaired by Mayor Ma. Cynthia “Cindi” King-Chan, with Sangguniang Kabataan Federation President and Chairperson on Youth Development Orlan Joseph Carungay serving as vice chairperson.
Broader Eligibility and Streamlined Requirements
The program aims to extend financial support to qualified students enrolled in state universities and colleges, helping ease the cost of pursuing college education. According to Cuizon, the requirements for the scholarship were shortened and expanded from the original ordinance to accommodate more qualified students. She added that the amendments were requested by Mayor Chan to enable more students from Lapu-Lapu City to benefit from the program.
Applicants are required to submit the following documents to the LYDO: an information sheet with a new 2x2 photo (white background), the LYDO scholarship application form, academic records such as Form 137, transcript of records, or grades from the previous semester, a certificate of enrollment, a certified true copy of their course prospectus, and evidence that the annual gross income of their parents or legal guardian does not exceed PHP 250,000.
Those unable to provide an Income Tax Return may submit a Bureau of Internal Revenue Certificate of Tax Exemption, an affidavit of no or low income executed by parents or legal guardian, or other documents proving financial need.
Consideration for Higher-Income Families
Applicants whose family income exceeds PHP 250,000 may still be considered but will undergo additional assessment. They are required to submit a verified case summary from the City Social Welfare and Development Office.
