The Philippine Charity Sweepstakes Office (PCSO) has been named the top-performing government-owned or -controlled corporation (GOCC) for 2024, achieving an exceptional performance rating that surpassed all others.

PCSO Clinches Top Honors in GOCC Evaluation

During an awards ceremony held on Monday, December 2, 2025, in Parañaque City, the Governance Commission for GOCCs (GCG) announced the PCSO as the overall winner of its annual performance evaluation. The state-run charity agency secured the highest score of 100.63 percent, outperforming other major government corporations.

The recognition highlights the PCSO's commitment to accountability, sound governance, and enhancing services for Filipino citizens. Chairman Felix Reyes, General Manager Melquiades Robles, and the PCSO Board of Directors were present to receive the prestigious award.

Other Top-Performing GOCCs Recognized

Following the PCSO, the Mactan-Cebu Airport Authority secured second place with a performance score of 100.16 percent. The Philippine Amusement and Gaming Corporation (PAGCOR) ranked third, achieving a score of 99.92 percent.

Several other government corporations were also honored for their exemplary work in 2024. The complete list of awardees includes:

  • Landbank of the Philippines
  • Landbank Countryside Development Foundation, Inc.
  • Metropolitan Waterworks and Sewerage System-Regulatory Office
  • National Tobacco Administration
  • Social Security System

Behind the Record-Breaking Score

The GCG stated that the PCSO's remarkable score resulted from outstanding performance across all major assessment indicators. Key areas of strength included generating sustained and increased revenues, high collection efficiency, and optimal budget utilization.

The agency also excelled in social impact, customer satisfaction, and improving internal process efficiency. Further points were earned through achievements in human resource development, technological advancement, and maintaining ISO certifications.

An additional point was awarded to the PCSO for its full compliance with Republic Act 9710, the Magna Carta of Women, through effective Gender and Development (GAD) programs.

In a statement, PCSO General Manager Melquiades Robles expressed that the award serves as a powerful motivation. "There is no greater motivation a government agency can have than putting its heart and soul into charity and public service," Robles said. "But this recognition inspires us more to work even harder and uphold a culture of excellence in serving the people."

Robles himself received individual acclaim, being named one of three finalists for the GCG's 2024 Leadership Award. This dual recognition underscores a year of significant achievement and dedicated service from the country's premier charity institution.
