The Traffic Enforcement Unit (TEU) of the Cebu City Police Office (CCPO) is intensifying checkpoints across various locations in Cebu City, focusing on apprehending vehicles with modified mufflers that produce excessive noise. Under the leadership of Police Lt. Col. Jomar Medil, TEU chief, the police are strictly enforcing Republic Act 4136 and Cebu City Ordinance No. 801 to discipline drivers and ensure the safety of all road users.
CCPO Chief Leads Checkpoint Operation
To demonstrate the seriousness of the campaign, the new CCPO chief, Police Colonel Ricky Sumalde, personally led a checkpoint operation conducted by members of the Mabolo Police Station at Veterans Drive in Barangay Lahug on Friday night, July 10, 2026. Sumalde personally inspected the operation to supervise his personnel in the proper implementation of the checkpoint in accordance with police operating procedures.
The intensified enforcement comes amid growing complaints from residents about noise pollution caused by vehicles with modified exhaust systems. The TEU has been conducting regular checkpoints to curb this issue, with a focus on major thoroughfares and areas with high traffic volume.
Legal Basis and Penalties
Republic Act 4136, also known as the Land Transportation and Traffic Code, regulates the use of motor vehicles and includes provisions against unauthorized modifications that affect noise levels. Cebu City Ordinance No. 801 specifically prohibits the use of modified mufflers that produce loud or unusual noise. Violators face fines and possible impoundment of their vehicles.
Police Colonel Sumalde emphasized that the campaign is not only about enforcing the law but also about promoting discipline among drivers. “We want to ensure that everyone follows the rules for the safety and comfort of the public,” he said. The CCPO has urged motorists to comply with regulations and avoid using modified mufflers to prevent penalties.
