In a significant move to bolster environmental protection, the Province of Cebu is now mandating strict compliance from all quarry, mining, and development permit holders. These companies must now engage in tree planting, donate seedlings, and construct proper drainage systems as a core part of their operational responsibilities.
Governor's Directive Revives Existing Ordinance
The decisive order was officially issued by Governor Pamela Baricuatro on Monday, November 17, 2025. This directive puts teeth into Section 3(c)(2) of Provincial Ordinance 2016-21, a regulation that had existed for years but was not fully implemented until now.
According to the ordinance, permittees are required to provide one tree seedling for every cubic meter of extracted materials. Furthermore, they must donate endemic or fruit-bearing seedlings to Capitol nurseries and establish functional drainage canals within their permit areas. Crucially, fulfilling these environmental obligations is a mandatory prerequisite for the renewal of their permits.
A Long-Forgotten Rule Gets a Second Life
Assistant Provincial Administrator Aldwin Empaces openly acknowledged the previous lack of enforcement. He remarked, “Naa naman diay na nga ordinance, unya murag nalimtan na ba (That ordinance has actually been there already, but it seems it was forgotten).”
He clarified that the Capitol is now formally reminding all operators that tree planting is an integral component of their post-environmental work. The revival of this rule comes directly from the governor's office, with a clear command for strict implementation.
Strict Monitoring and Immediate Effect
The responsibility for ensuring compliance falls on the Provincial Environment and Natural Resources Office (Penro). Empaces confirmed the renewed vigor, stating, “Yes, wala kaayo ni ma-implement. By the order of the governor, strictly implement (Yes, this was not really implemented well. By order of the Governor, it must now be strictly implemented).”
Governor Baricuatro’s memorandum takes effect immediately and applies universally to all existing permits as well as any new applications in the future. The Penro is tasked with the critical role of guaranteeing full and unwavering adherence to these environmental mandates, marking a new chapter in Cebu's conservation efforts.
