The Davao City Environment and Natural Resources Office (Cenro) has introduced a convenient weekend schedule for local businesses to process their Solid Waste Management Certificates in early 2026. This move aims to streamline compliance with environmental laws for entrepreneurs across the city.
Weekend Operations at Osmeña Park
In an announcement made on January 6, 2026, Cenro revealed that renewal and new applications for the mandatory certificate will be accommodated on weekends at Osmeña Park. Evelyn R. Salado, Cenro Operations Assistant I, detailed the schedule during the 'Go Clean, Go Green' radio program.
She specified that services will be available on Saturdays, January 10, 17, 24, and 31, 2026, with operating hours extending until 10 p.m. on the final day. Additionally, the office will open on Sundays, January 18 and 25. Unlike other permits processed by district, this service is centralized at Osmeña Park for the entire city.
Legal Basis and Requirements for Compliance
The certificate is a requirement under Republic Act No. 9003 (Ecological Solid Waste Management Act of 2000) and Davao City Ordinance No. 0361-10 of 2009. Operating a business establishment without a valid certificate is a prohibited act under Section 44 of the local ordinance.
Elena A. Dellosa, Operations Assistant I of the IEC Team, emphasized that this renewal is an annual activity integrated into the business permit renewal process. "When renewing a business permit, it is automatic that we also renew this certificate as required by law," she stated.
Application and Renewal Procedures
The requirements differ for new applicants and those seeking renewal:
For New Applications:
- Application form from the Business Bureau
- Registration from the Department of Trade and Industry (DTI) or Securities and Exchange Commission (SEC)
- Special Power of Attorney or Secretary’s Certificate
For Renewal:
- Original copy of the 2025 Solid Waste Management Certificate
- Photocopy of the 2025 business permit
- Photocopy of the 2025 official receipt
Salado warned that business owners who cannot present their previous year's certificate will incur a penalty of P500. If the certificate was lost, an affidavit of loss must be presented.
Penalties for Non-Compliance
Cenro has set strict penalties for businesses that fail to secure the necessary certification. Starting in the second quarter of 2026, business inspections will commence. Establishments found without proof of a valid Solid Waste Management Certificate during these inspections will face a fine of P5,000.
The office's system validates prior-year compliance, making it crucial for businesses to renew on time. Cenro urges all business establishment owners in Davao City to take advantage of the weekend schedule to avoid penalties and ensure lawful operation.
