Cebu City Hall Enforces Stricter Energy Conservation Measures Across All Offices
The Cebu City Government is implementing more rigorous energy conservation protocols throughout all its administrative offices. This initiative follows the recent issuance of a new memorandum signed by Mayor Nestor Archival, which aims to enhance efficiency and sustainability in government operations.
Updated Policies for Reduced Consumption
Memorandum No. 2026-00176-B outlines comprehensive updated policies designed to significantly reduce electricity and fuel consumption. These measures are being introduced in response to escalating fuel costs and are aligned with the Energy Efficiency and Conservation Act, promoting a more sustainable approach to municipal management.
Under the directive, all city offices are mandated to optimize energy use by turning off lights and equipment when not in use, maximizing natural lighting, and adopting energy-efficient technologies. This includes the installation of LED lighting and the use of inverter appliances to minimize power usage.
Specific Measures for Air-Conditioning and Elevators
The memorandum sets strict limits on air-conditioning usage, with units now permitted to operate only from 9 a.m. to 4 p.m. Additionally, temperatures must not be set lower than 25 degrees Celsius, and units should be switched to fan mode during lunch breaks to further conserve energy.
To encourage physical activity and reduce elevator usage, personnel are urged to use stairs whenever feasible. Elevator access will be prioritized for individuals with disabilities, senior citizens, pregnant employees, and those with medical conditions, ensuring accessibility while promoting energy savings.
Transition to Paperless Processes and Fuel Conservation
Offices are also directed to transition to paperless processes, activate energy-saving modes on all electronic devices, and ensure proper shutdown of equipment after office hours. These steps are expected to contribute to a significant reduction in overall energy consumption.
The policy extends to fuel conservation, requiring vehicle-sharing arrangements, proper trip scheduling, regular maintenance of government vehicles, and the avoidance of unnecessary engine idling. These measures aim to cut fuel costs and reduce the environmental impact of municipal operations.
Monitoring and Compliance
Each office must designate an energy efficiency coordinator and submit monthly reports on electricity and fuel consumption to monitor compliance with the new policies. Offices that achieve notable reductions in consumption may receive recognition in future city initiatives, incentivizing proactive energy management.
Department heads have been tasked with strictly enforcing these measures, with noncompliance subject to appropriate administrative action. Mayor Archival emphasized that cooperation among all offices is essential for Cebu City to lead in energy conservation efforts, reduce operational costs, and contribute to environmental protection.
