Cebu Province to Deploy P518.21 Million in Unused Disaster Funds for Enhanced Resilience
The Province of Cebu is poised to significantly enhance its disaster management capabilities by utilizing a substantial sum of P518.21 million in unspent disaster funds accumulated over the past five years, from 2021 to 2025. This strategic move aims to fortify the region's disaster risk reduction, response, and recovery efforts, ensuring better preparedness for future calamities.
Allocation of Funds for Comprehensive Disaster Management
The funds will be directed towards a wide array of critical areas, including the procurement of essential relief goods, establishment of temporary shelters, acquisition of advanced rescue equipment, deployment of sea ambulances, setup of mobile kitchens, and enhancement of emergency transport assets. Additionally, the allocation will cover the repair of infrastructure damaged by disasters and provide robust support for ongoing relief and rehabilitation operations.
Moreover, a portion of the budget is earmarked for funding comprehensive programs focused on disaster prevention and mitigation, preparedness initiatives, efficient response mechanisms, and early recovery strategies. This holistic approach ensures that Cebu is not only reactive but also proactive in managing potential hazards.
Endorsement and Approval Process
In a recent announcement via Facebook on Thursday, March 26, 2026, the Capitol's Public Information Office disclosed that the Provincial Development Council (PDC) Executive Committee has endorsed the proposed investment plan for utilizing the unexpended Local Disaster Risk Reduction and Management Fund. This plan has been forwarded to the Provincial Board (PB) for formal approval, with the PDC being chaired by Governor Pamela Baricuatro.
The plan, which was recommended by the Provincial Disaster Risk Reduction and Management Council, still awaits final authorization from the PB. Once approved, it will pave the way for immediate implementation of the outlined projects and programs.
Focus on Agricultural Recovery and Infrastructure Repairs
A significant segment of the funds will be dedicated to agricultural recovery efforts and the repair of critical infrastructure, including roads, bridges, and buildings that were adversely affected by the devastating earthquake on September 30, 2025, and Typhoon Tino on November 4, 2025. This targeted allocation aims to restore normalcy and bolster the province's economic and social stability in the aftermath of these natural disasters.
Proactive Measures for Future Disasters
During the executive committee meeting, members emphasized the importance of pre-positioning aid and equipment ahead of predictable disasters such as typhoons. The Provincial Disaster Risk Reduction and Management Office has been tasked with implementing these measures to enhance overall disaster readiness.
