President Inspects Damage and Meets Affected Families
President Ferdinand "Bongbong" Marcos Jr. personally assessed the devastation caused by Typhoon 'Tino' during his visit to the hard-hit municipalities of Liloan and Talisay City on Friday, November 7, 2025. The President's inspection came three days after the Mananga River overflowed on November 4, destroying hundreds of homes in what local residents described as a wipe-out event.
Government Relief Efforts and Cash Assistance
During his visit, President Marcos announced immediate financial assistance for affected families. Households with partially damaged homes will receive P5,000, while those with completely destroyed properties will get P10,000 in cash aid. This emergency funding aims to help families begin reconstruction while awaiting permanent relocation.
The President emphasized that many victims had been living in riverside areas designated as no-build zones, requiring their immediate transfer to safer locations. The national government is currently collaborating with local government units to identify suitable relocation sites while temporary shelters have been established at the Talisay Sports Academy Center.
Emergency Response and Infrastructure Damage
The Department of Social Welfare and Development (DSWD) is leading the distribution of essential supplies, including food packs, drinking water, and medicines. Medical teams have been deployed to provide assistance to injured and affected residents.
President Marcos expressed deep sorrow over the significant loss of life, noting that most fatalities resulted from sudden flooding rather than wind damage. Local officials had prepared for storm surge, but the unexpected flash floods proved devastating. The President explained that river defenses and dikes failed to contain the massive volume of water, leading to widespread flooding and the collapse of several evacuation centers.
Engineering teams from the Department of Public Works and Highways (DPWH) are currently inspecting damaged roads and bridges to assess repair needs. The President reminded local officials to remain alert as another weather disturbance is being monitored, though current forecasts indicate it will not cross the Visayas region.
In his message to grieving families, President Marcos pledged the national government's continuous support, stating: "We will help them recover and get back on their feet. As long as the national government is needed, we will be here. We are not leaving."
