The Department of Environment and Natural Resources (DENR) has issued a directive requiring the automatic activation of Regional Operation Centers (OPCENs) across the country whenever disaster warnings are issued. This move aims to centralize communications and enhance coordination during environmental emergencies.
Immediate Activation Protocol
Environment Secretary Juan Miguel Cuna announced that all DENR regional offices must ensure their operation centers are functional and ready for immediate activation upon receipt of official warnings. Personnel are required to maintain communication and reporting systems at all times.
“The automatic activation of OPCENs is a lifeline for communities at risk,” Cuna said in a news release on Friday. “When warnings are issued, every minute counts. Centralized data and clear lines of communication save lives and protect livelihoods.”
Strengthening Response Efforts
Cuna emphasized that strengthening communication systems could significantly improve disaster response. The directive also assigns Regional Executive Directors to designate specific offices, preferably within the DENR regional office and under their direct supervision, to serve as communication hubs during emergencies.
Assistant Secretaries for Field Operations are authorized to coordinate directly with regional offices, including the Mines and Geosciences Bureau and the Environmental Management Bureau. They can issue guidance to address operational concerns during emergencies.
“Preparedness is prevention. We must be proactive, coordinated, and relentless in protecting our people and our environment,” Cuna stated.
