The Metropolitan Cebu Water District has achieved a significant breakthrough in restoring water services to Talisay City residents after successfully connecting the damaged portion of its Jaclupan transmission line with newly installed pipelines from Watermatic-Tubig Pilipinas.

Pipeline Interconnection Completes Critical Repair

MCWD engineers and technicians have successfully interconnected approximately 2.6 kilometers of pipeline from Barangay Jaclupan to Barangay Lagtang. This crucial repair work addresses the extensive damage suffered by the 800-millimeter diameter Jaclupan transmission line that was rendered unusable by severe flooding along the Mananga River.

To accelerate the restoration process, water district officials made the strategic decision to abandon the damaged section entirely and instead coordinate with Watermatic-Tubig Pilipinas to utilize their alternative pipeline infrastructure. This collaborative approach has enabled faster recovery of water services for affected communities.

Ongoing Operations and Traffic Advisory

Work continues as MCWD and Watermatic personnel focus on connecting the Lagtang end of the pipeline to MCWD's transmission line that supplies the Lagtang reservoirs. The water district has issued an advisory to motorists expecting temporary traffic disruptions in the area while these essential repairs continue.

MCWD is targeting to resume full operations at the Jaclupan facility within the weekend, which officials anticipate will significantly improve water availability for Talisay City residents. The complete restoration represents a major milestone in the district's recovery efforts.

Additional Water Sources Supporting Supply

Meanwhile, all Talisay City production wells remain fully operational, providing crucial backup supply during the repair period. Seven wells in Barangay Lagtang, two in Lawaan I, and one in San Isidro collectively generate approximately 10,000 cubic meters of water daily. This volume is stored at the Lagtang reservoir and distributed across all barangays in Talisay City.

MCWD also provided updates from its bulk water supplier, JE Hydro in Lusaran. The utility company confirmed that potable water supply to the Busay Reservoir was restored on Friday night, November 21, 2025. The supply line to Pit-os is scheduled to reopen on Monday afternoon, November 24.

Current production from JE Hydro stands at 10,000 cubic meters per day until November 30, with a planned increase to 15,000 cubic meters daily starting December 1. Full restoration to the Jaclupan facility's target capacity of 30,000 cubic meters per day is expected before Christmas.

Overall System Performance

MCWD reports that its entire system is now producing 234,500 cubic meters of water daily, representing 85 percent of total production capacity. This output comprises 140,500 cubic meters from in-house city wells and 94,000 cubic meters supplied by bulk water providers.

The water district expressed gratitude to the public for their patience during the restoration period and committed to providing regular updates as repair and recovery efforts progress. Residents can expect continued improvements in water service reliability as the system returns to full operational capacity.
