Rotary International Launches Major Water and Sanitation Project in Floridablanca Community
A significant milestone was achieved in the remote highland community of Sitio Camachile in Floridablanca, Pampanga, as a new water resources and sanitation facility was officially inaugurated. This vital project, which cost a total of ₱5,742,984, now provides clean and safe water to both residents and the pupils of Camachile Elementary School, addressing a long-standing need for basic services in the area.
Collaborative Effort Between Philippine and Korean Rotary Clubs
The Camachile Water Resources and Sanitation Facilities project is a joint initiative of the Rotary Club of Dolores in Pampanga and the Rotary Club of Saesongtan in South Korea. It was executed through Rotary International Global Grant No. 2569386, showcasing international cooperation for community development. The inauguration ceremony, held on Saturday, January 31, 2026, was attended by key officials including Floridablanca Mayor Michael Galang, Rotary Club of Dolores President Albert Lacanlale, and Rotary Club of Saesongtan President Lee Jae Ho, among other Rotary officers and local leaders.
District 3750 Governor Moon-Ok Kang expressed pride in the swift action taken by her district upon learning of the water challenges faced by the Camachile community. She emphasized the joy of sharing this project with the students and residents, highlighting Rotary's commitment to humanitarian service. Similarly, Kim Jeong Hoon, International Exchange Standing Committee Chairman of RC Saesongtan, noted that water access is a core priority for Rotary, as it is essential for life, especially in areas grappling with shortages.
Comprehensive Facilities for Long-Term Impact
The newly inaugurated system is designed as a sustainable solution to the lack of basic services, featuring:
- A high-capacity submersible pump and overhead water tanks to ensure reliable water supply.
- Five water refilling stations for community use, promoting accessibility.
- A dedicated handwashing area and drinking station at Camachile Elementary School.
- New and renovated toilets for students and teachers, enhancing sanitation standards.
Rotary Club of Dolores President Albert Lacanlale detailed the extensive groundwork involved, including technical studies, numerous meetings, and rigorous budget reviews over several years. He stated that the primary objective was straightforward: to deliver dependable access to clean water for the community and schoolchildren.
Additional Support and Future Sustainability
Beyond the water system, the Rotary Clubs distributed hygiene kits to students and residents, and the Korea Saesongtan and Songtan Mindeulre Rotary Clubs contributed cash donations for the construction of a covered court at the school. To ensure the longevity of the water facilities, a Memorandum of Agreement was signed with the Local Government Unit of Floridablanca in November 2025. Mayor Michael Galang pledged municipal support for the operation and maintenance of the system, securing its future functionality.
Camachile Elementary School Principal Maria Theresa A. Galasinao extended gratitude to Rotary for the project, noting its profound impact on the health and well-being of the students. The event also saw participation from representatives of the Philippine Air Force and Rotary leaders from both districts, underscoring the broad community engagement.
This initiative, which spanned two Rotary years starting in 2025 under the leadership of then District Governor Ariel Jersey and Rotary Club of Dolores President Maureen Gueco, stands as a testament to Rotary's enduring mission to improve lives through essential infrastructure projects.
