The Cebu City Department of Veterinary Medicine and Fisheries (DVMF) has issued a crucial advisory to all residents, emphasizing the need to ensure the safety of their pets and livestock as the city braces for the potential impact of Tropical Depression 'Verbena'.
Official Advisory from DVMF Chief
On Monday, November 24, 2025, Dr. Alice Utlang, the head of the DVMF, reminded pet owners to provide special care, ensure safety, and not neglect their animals during the impending weather disturbance. She explained that emergencies often cause panic, leading people to overlook their pets, which makes advanced preparation absolutely essential for owners.
Specific Risks and Evacuation Guidance
Dr. Utlang specifically highlighted the increased danger for animals living near rivers and in low-lying, flood-prone areas. "It is very important that we take care of our pets, especially those living near rivers. Do not leave them behind so they can accompany you if you need to evacuate," she stated. This directive underscores the critical need to include animals in family evacuation plans.
Furthermore, Dr. Utlang strongly encouraged owners of livestock to relocate their animals to higher and safer ground. She expressed hope that residents would view the welfare of their livestock as an integral part of their overall disaster preparedness efforts, ensuring no life is unnecessarily put at risk.
