During a telephone interview on Sunday, November 23, 2025, Pagasa Visayas weather specialist Ana Dumdum confirmed that the region should expect significant rainfall due to the weather disturbance. The system has a high probability of developing into a tropical weather system, though its exact strength remains uncertain.
"We haven't monitored this developing into a severe tropical storm yet, or it might just remain a tropical depression," Dumdum stated. "Nevertheless, we still need to prepare because it will likely bring substantial amounts of rain."

As of Sunday afternoon, the weather bureau was monitoring the LPA over northeastern Mindanao. This system could develop into the third storm to affect the Philippines in November 2025, potentially to be named "Verbena" if it intensifies into a tropical cyclone.
Dumdum explained that the Visayas region, including Cebu, is expected to experience heavy rainfall reaching between 100 to 200 millimeters from Monday noon, November 24, until Tuesday noon, November 25. The weather expert noted that the system is forecast to traverse the Visayas area, making Cebu particularly vulnerable to its effects.

Residents can expect some relief by Wednesday, November 26, as rainfall is projected to gradually decrease in intensity. However, authorities emphasize the importance of remaining vigilant during the peak of the weather disturbance, especially given the potential for flooding in low-lying areas.
