Residents across Cebu and the wider Visayas region are advised to prepare for significant rainfall and potential weather disturbances as a low-pressure area (LPA) enters the Philippine Area of Responsibility (PAR).

Weather Disturbance Details and Forecast

According to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa), the LPA is poised to bring cloudy skies and periods of heavy rain. Ana Dumdum, a Pagasa Visayas weather specialist, stated in a phone interview on Sunday, November 23, 2025, that the weather system has a high chance of developing into a tropical cyclone.

While it is not expected to reach typhoon strength and may only intensify into a tropical depression, Dumdum emphasized the need for preparation. "It could possibly bring significant rainfall," she warned in Cebuano. The LPA is forecast to traverse the Visayas, directly affecting Cebu.

Expected Rainfall and Potential Hazards

Pagasa has issued a specific rainfall forecast for the region. From noon on Monday, November 24, until noon on Tuesday, November 25, the Visayas can expect heavy rainfall accumulating between 100 to 200 millimeters (mm). The intensity is predicted to ease by Wednesday, November 26, with rainfall amounts decreasing to a range of 50 to 100 mm.

This substantial volume of rain raises serious concerns. Dumdum advised the public that the weather disturbance could trigger flooding in low-lying areas and landslides in communities situated on slopes.

Preparedness and Further Outlook

Authorities are urging residents to remain vigilant. Key recommendations include taking necessary precautions, closely monitoring official weather updates from Pagasa, and coordinating with local government units and disaster risk reduction offices.

As of Sunday afternoon, the LPA was located over northeastern Mindanao. If it develops into a tropical depression, it will be the third storm to affect the Philippines this November and will be given the name "Verbena."

Looking further ahead, Pagasa Visayas indicated that based on the latest forecasts, the country may still experience one or two more storms in December, underscoring the need for continued weather awareness as the year ends.
