This action was taken early on Monday, November 24, 2025, after the state weather bureau placed the area under Storm Signal No. 1 due to Tropical Depression Verbena. Leading the city's preparations, Mayor Ma. Cynthia 'Cindi' King-Chan officially elevated the city's alert status from White to Blue.

Preemptive Measures and Suspensions
Even before the alert level was raised, the city government demonstrated its commitment to safety by ordering the suspension of classes at all levels.
