The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) Visayas has issued a weather advisory for Cebu and the broader Visayas region, forecasting partly cloudy to cloudy skies with chances of isolated rain showers and thunderstorms from February 14 to 18, 2026. According to Pagasa Visayas weather specialist Mark Gales, the prevailing weather system affecting the area during this period is the easterlies, which are warm winds originating from the Pacific Ocean. These winds are expected to bring localized rain showers and thunderstorms, potentially impacting daily activities and travel in the region.
Nationwide Weather Patterns
On a national scale, Pagasa reported that multiple weather systems will influence conditions across the Philippines. The shear line, northeast monsoon, and easterlies are collectively contributing to rainfall in various parts of the country. In its early morning bulletin, Pagasa highlighted specific areas that will experience significant weather effects.
Areas Affected by Shear Line
Due to the shear line, mainland Cagayan, Isabela, Quirino, Nueva Vizcaya, Aurora, Nueva Ecija, Bulacan, Quezon, Rizal, Laguna, and Camarines Norte are forecast to have cloudy skies with scattered rains and isolated thunderstorms. Residents in these provinces should prepare for potential disruptions and monitor updates from local authorities.
Impact of Easterlies
The easterlies are expected to bring scattered rain showers and thunderstorms to Davao Oriental, Davao Occidental, Sarangani, Basilan, Sulu, and Tawi-Tawi. Pagasa has issued a warning that moderate to at times heavy rains in these areas could lead to flash floods or landslides, urging caution and preparedness among communities.
Northeast Monsoon Influence
Meanwhile, the northeast monsoon will result in isolated light rains over Batanes, the Babuyan Islands, Apayao, and Ilocos Norte. This milder weather pattern may bring cooler temperatures but is less likely to cause severe impacts compared to other systems.

Metro Manila and the rest of the Philippines will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms, primarily due to the easterlies. This suggests variable weather conditions that could include brief periods of rain interspersed with clearer skies.

Pagasa also provided details on wind and sea conditions. Moderate winds and moderate seas are anticipated over Northern Luzon and the eastern sections of Central Luzon, Southern Luzon, and the Visayas. In contrast, the rest of the archipelago will see light to moderate winds and slight to moderate seas, which may affect maritime activities and coastal areas.
