Residents of Cebu and the entire Visayas region are advised to carry umbrellas or rain protection due to expected cloudy skies and sudden rainfall from Valentine's Day, February 14, until February 18, 2026. According to Mark Gales, a weather specialist at PAGASA Visayas, the primary cause of this weather is the Easterlies, warm winds originating from the Pacific Ocean. This weather system will bring localized thunderstorms or abrupt rain and lightning to various areas across the region.
Nationwide Weather Impacts
The effects of the shear line, northeast monsoon, and Easterlies continue to influence different parts of the country. The Shear Line will result in cloudy skies with scattered rain and lightning in provinces including Cagayan, Isabela, Quirino, Nueva Vizcaya, Aurora, Nueva Ecija, Bulacan, Quezon, Rizal, Laguna, and Camarines Norte.
Rainfall and Warnings in Mindanao
The Easterlies will bring rain and lightning to areas such as Davao Oriental, Davao Occidental, Sarangani, Basilan, Sulu, and Tawi-Tawi. PAGASA has issued warnings for possible flash floods or landslides in these regions due to moderate to occasionally heavy rainfall.
Monsoon Effects in Northern Luzon
The Northeast Monsoon will cause isolated light rain in Batanes, Babuyan Islands, Apayao, and Ilocos Norte. Meanwhile, Metro Manila and the rest of the country will experience cloudy skies with isolated rain or thunderstorms due to the Easterlies.
Wind and Sea Conditions
Northern Luzon, including the eastern parts of Central Luzon, Southern Luzon, and Visayas, will experience moderate winds and moderate sea waves. Other parts of the nation will have light to moderate winds and calm to moderate sea conditions.
