DMW Region 7 Leads Multi-Agency Dialogue to Fortify OFW Protection Measures

In a significant move to bolster the safety and welfare of Overseas Filipino Workers (OFWs), the Department of Migrant Workers (DMW) Region 7 recently conducted its inaugural consultative meeting with key partner agencies. This collaborative session, held under the theme “Dialogue on Strengthening DMW–IACAT Protection Framework,” aimed to reinforce coordination mechanisms for protecting OFWs from human trafficking and illegal recruitment.

High-Level Attendance from Government Agencies

The meeting saw participation from a diverse array of government bodies, underscoring the collective commitment to OFW security. Attendees included representatives from the Department of Social Welfare and Development (DSWD), Department of Justice (DOJ), Bureau of Immigration (BI), Philippine National Police (PNP), National Bureau of Investigation (NBI), and the Criminal Investigation and Detection Group Regional Field Unit (CIDG RFU) 7. This broad involvement highlights the multi-faceted approach needed to address the complex challenges faced by migrant workers.

Emphasis on Prevention and Proactive Coordination

Regional Director Jhoaden G. Lucero opened the proceedings by expressing gratitude to the agencies and stressing the critical importance of prevention. He emphasized that it is far better to preempt risks and dangers rather than merely responding after harm has occurred. Director Lucero called for robust inter-agency coordination to effectively curb illegal activities targeting OFWs, setting a proactive tone for the discussions.

Updates on Travel Safety and Operational Enhancements

Assistant Secretary Jerome A. Alcantara provided valuable updates on travel safety initiatives for OFWs. Key highlights included plans for an OFW Lounge and more efficient departure procedures designed to streamline processes for departing workers. These measures aim to reduce vulnerabilities and enhance the overall travel experience, contributing to a safer migration journey.

Veteran Insights and Calls for Sustained Collaboration

Director Mel Candano, attending his first IACAT meeting after an impressive 43 years of service, urged continuous monitoring of program outcomes. He framed the need for ongoing partnership as a “renewal of vows” in protecting OFWs, emphasizing that sustained effort and vigilance are essential for long-term success.

Presentation of Referral Procedures and Closing Remarks

Ms. Cecilia Grace Barcenilla presented detailed referral procedures at the Mactan-Cebu International Airport (MCIA) aimed at combating illegal recruiters. Assistant Regional Director Rex A. Tadena concluded the meeting by calling for actionable steps based on the discussions and advocating for persistent monitoring of OFW conditions. This gathering marks a pivotal step in creating a more integrated and responsive protection framework for Filipino migrant workers.
