Cebu City Hit-and-Run Tragedy: Innova Driver Kills Pedestrian After Collision with Parked Vios

A devastating hit-and-run incident in Cebu City has resulted in the death of a young businessman, following a chain of events that began with a collision between a Toyota Innova and a parked Toyota Vios. The accident occurred in the early hours of Sunday, February 8, 2026, at approximately 12:53 AM, outside Maria Luisa Village in Barangay Banilad, Cebu City.

Details of the Fatal Accident

According to an investigation by the Traffic Enforcement Unit (TEU) of the Cebu City Police Office, based on witness statements, the Toyota Innova with plate number GAP 3492 was being driven at high speed by Sean Andrew Pajarillo, a 21-year-old resident of Maria Luisa Village. The vehicle first collided with a Toyota Vios owned by Bryl Alegarbes, 35, which was parked outside the village.

Instead of stopping, Pajarillo fled the scene, accelerating away from the initial crash site. Moments later, the Innova struck a pedestrian near a restaurant bar, adding to the tragedy. Due to the force of the impact, the victim was thrown against a nearby electric post. The driver continued without stopping until the vehicle overturned several meters away.

Victim Identified as Local Entrepreneur

The pedestrian, who succumbed to his injuries at a private hospital, has been identified as Kingston Ralph Cheng, the founder of The Mill Lifestyle Cafe located at Ayala Center Cebu. Cheng was quickly transported to the medical facility via an ambulance from the Cebu City Government, but he was pronounced dead shortly after arrival.

This loss has shocked the local community, as Cheng was a promising young businessman contributing to Cebu's vibrant lifestyle scene.

Driver Faces Legal Consequences

Meanwhile, the driver of the Toyota Innova, Sean Andrew Pajarillo, was also injured in the incident and taken to another private hospital for treatment. During the TEU's investigation, it was discovered that Pajarillo failed to present a valid driver's license, as well as the Official Receipt and Certificate of Registration for the vehicle he was operating.

As a result, authorities have placed him under hospital arrest and are preparing to file charges of Reckless Imprudence Resulting in Serious Homicide and Damage to Property. This case highlights the severe consequences of negligent driving and hit-and-run incidents in urban areas.

The Cebu City Police Office continues to investigate the full circumstances surrounding this tragic event, urging witnesses to come forward with any additional information.
