Cebu Authorities Impound 92 Motorcycles in Crackdown on Illegal Mufflers

In a significant move to combat noise pollution and enhance road safety, authorities in Cebu have impounded 92 motorcycles across urban centers last week. The Land Transportation Office in Central Visayas (LTO 7) confirmed this enforcement action on Saturday, February 28, 2026, targeting vehicles with excessively loud modified mufflers.

Targeted Operations in Key Cities

The impoundments resulted from joint operations conducted in the cities of Cebu, Mandaue, and Talisay. Specifically, 42 motorcycles were seized in Mandaue City, 34 in Cebu City, and 16 in Talisay City as of February 28. These efforts involved collaboration between the LTO, the City Transport and Traffic Operations Development Authority, the Mandaue Enforcement Team, and the Philippine National Police Traffic Enforcement Unit in Mandaue.

Major Campaign Against Noise Pollution

Authorities have intensified their campaign to address public disturbances and road safety risks posed by illegal mufflers. On February 23, the LTO launched a major operation in Cebu City, following a directive from the Office of the Assistant Secretary to strictly enforce noise regulations and curb unauthorized exhaust modifications.

Enforcing the 99-Decibel Limit

According to the LTO's official website, the national standard for motor vehicle muffler sound levels is set at 99 decibels (dB), which must not be exceeded. The agency stated, "The sound level of the motor vehicle for the exhaust of the muffler shall not exceed 99 dB, taken at an engine speed of 2,000 to 2,500 rpm." Most motor vehicles are designed to produce low noise levels, and prolonged exposure to excessive sound can pose health risks to drivers, passengers, and nearby residents.

Legal Consequences for Violators

Violators of these regulations face severe penalties, including a minimum fine of P5,000, impoundment of their motorcycles, and a requirement to replace illegal mufflers at the impound site. The LTO reiterated that modifying motorcycle mufflers is prohibited under Section 34 of Republic Act No. 4136, also known as the Land Transportation and Traffic Code. Additionally, Department Order No. 2010-32 explicitly prohibits alterations to motorcycle mufflers and related components.

This crackdown underscores the authorities' commitment to reducing noise pollution and ensuring safer roads in Cebu's urban areas.
