According to the initial investigation by the Cebu City Transportation Office (CCTO), the tricycle, driven by 57-year-old Cristito Tumampo, was preparing to turn toward Inayawan when it was suddenly hit by a speeding motorcycle. Tumampo escaped injury, but his tricycle was severely damaged in the crash.

Motorcycle Rider's Condition and Suspected Intoxication

The motorcycle driver, identified as 22-year-old Justine Umali, also sustained head injuries after being thrown onto the road. Authorities reported that Umali was intoxicated, having come from a drinking establishment in Lahug and was en route to his home in Barangay Bulacao. It was further discovered that the motorcycle he operated did not belong to him but to his older sibling.
