In a recent development, Davao City Councilor Temujin "Tek" Ocampo has advised Green GSM Philippines Taxi to engage in consultations with the local government regarding its ambitious plan to deploy 500 electric taxi units across the city. This recommendation comes amid ongoing regulatory hurdles for the company's operations.
Franchise Application Faces Opposition
The Land Transportation Franchising and Regulatory Board-Davao Region (LTFRB-Davao) has confirmed that the franchise application of Green GSM Philippines Taxi remains pending. According to Deanne Aubrey Salcedo, legal section assistant of LTFRB-Davao, three oppositions have been filed against the proposed operations in Davao City. Salcedo stated during the Kapihan sa PIA on Friday, January 23, 2026, at NCCC Mall Maa that these oppositions are based on grounds provided under LTFRB rules.
She elaborated that the oppositions originated from various sources, including local government units, a group of taxi operators, and individual complainants. Of the three filings, two were submitted locally in Davao, while one was directed to the LTFRB central office. The documents are set to be forwarded to the central office for resolution, highlighting the complexity of the regulatory process.
Green GSM's Launch and Features
Green GSM Philippines Taxi officially launched its services in Davao City on December 15, 2025, introducing a fleet of 500 electric taxis. These vehicles, manufactured by VinFast, are promoted as safe, environmentally friendly, and reliable options for urban transportation. Key features include a 326-kilometer driving range, advanced driver-assist technology, and modern infotainment systems. Passengers can access the service through multiple channels, such as the Green GSM mobile app, a dedicated hotline, designated pick-up points, or by hailing units directly on the street.
Concerns Over Traffic and Compliance
Councilor Ocampo raised specific concerns about the potential impact of deploying 500 electric taxis on Davao City's traffic congestion. He advised Green GSM to consult with the city government to address these issues and explore possible assistance. Ocampo noted that representatives from Green GSM visited his office to discuss the matter, and Acting Davao City Mayor Sebastian "Baste" Duterte emphasized the necessity for the company to comply with all regulatory requirements before proceeding with operations.
Permit Issues and Closure Notice
Previously, the Davao City government disclosed that Green GSM had failed to secure essential permits, including a business permit, locational clearance, and building permit. The local government stressed that obtaining all necessary permits from concerned agencies is a legal prerequisite for any company operating in the city. This noncompliance led to the immediate closure of Green GSM's Davao depot at JFM Sasa Property, with a closure notice posted at the facility's gate.
In response, LTFRB-Davao clarified that Green GSM had been "duly informed" of the requirements needed for its operations in the city. This statement underscores the ongoing dialogue between regulatory bodies and the company as it navigates the challenges of establishing its electric taxi service in Davao.
