Davao Region Embraces Electric Mobility with New Taxi Fleet
The Region-XI Taxi Operators Association (RTOA) has officially launched 19 electric vehicle (EV) taxi units, following approval from the Land Transportation Franchising and Regulatory Board (LTFRB)-Davao Region. This rollout, which took place at the LTFRB-Davao office on February 18, 2026, marks a significant step toward modernizing public transportation in the area. The approval was granted after LTFRB-Davao issued an order allowing the association to replace older, active franchise units with new electric-powered vehicles, aligning with efforts to enhance urban mobility and environmental sustainability.
A Shift Toward Cleaner and More Efficient Transport
Electric vehicles operate using electricity stored in rechargeable batteries, eliminating the need for internal combustion engines that run on gasoline or diesel. This design results in zero tailpipe emissions, meaning EVs do not release carbon dioxide or other harmful pollutants during operation. As a result, they are widely recognized as a crucial strategy for reducing urban air pollution and mitigating greenhouse gas emissions. Globally, EVs are celebrated as a cleaner alternative to fossil fuel-powered transport, offering benefits such as improved air quality, reduced noise pollution, and support for climate change goals, especially when charged with renewable energy sources.
In urban centers like Davao City, where transportation is integral to daily life, the transition to EVs supports broader sustainability and public health objectives. However, the region currently faces challenges with limited charging infrastructure. To address this, RTOA's EV units will be charged at designated garages, stations, or motorpools, ensuring operational efficiency while the charging network develops.
Enhancing Comfort and Regulatory Compliance
Nonito "Don" Llanos III, LTFRB-Davao regional director, praised RTOA's initiative to upgrade its fleet, emphasizing that it aligns with the agency's mission to provide safe and comfortable public transportation. In a statement, Llanos highlighted the agency's active efforts to inspect dilapidated units, underscoring a commitment to passenger safety. He congratulated RTOA President Ryan Sia and stressed the importance of fleet modernization, referencing the Electric Vehicle Industry Development Act (Republic Act 11697). This law promotes EV adoption in the Philippines by offering fiscal incentives, such as tax holidays and duty exemptions, along with non-fiscal benefits like priority registration and special license plates.
Llanos expressed confidence that RTOA's EV units comply with local regulations in Davao City, noting the association's longstanding operation in the area. He emphasized the need to transform taxis into more reliable, comfortable, and environmentally friendly options, aiming to deliver satisfaction, security, and success for drivers, operators, and passengers alike.
A Milestone for Sustainable Mobility in Davao
For RTOA President Ryan Sia, the EV rollout represents more than just a fleet upgrade; it signifies a long-term commitment to sustainable mobility. Sia stated that the association has served Dabawenyo commuters for decades, supporting families and contributing to the city's growth. He views this initiative as an opportunity to raise service standards and lead the shift toward sustainable transport. Additionally, Sia mentioned that RTOA aims to assist the Davao City local government in developing a practical roadmap for EV integration, sharing insights from drivers and operators with local government units and transport regulators.
Currently, only a few operators within RTOA, such as Krizia, Durian City, Maro, and Maligaya Taxi, have EV taxi units in operation, highlighting the pilot nature of this program among over 200 member operators.
Learning from Past Experiences and Looking Ahead
The launch of RTOA's EV taxis follows the earlier "Green Taxi" rollout in Davao City, which was declared illegal due to lack of proper authorization and franchise approval. This controversy underscores the critical importance of securing full regulatory compliance before introducing new transport services, even those marketed as environmentally friendly. As cities worldwide accelerate the shift to electric mobility, Davao City's entry into EV taxi operations reflects a gradual but deliberate move toward greener public transport.
Beyond environmental advantages, EV taxis offer quieter rides, potential reductions in fuel costs over time, and lower maintenance expenses due to fewer moving engine parts.
