The Land Transportation Office in Central Visayas (LTO 7) has issued a preventive suspension against a driver caught on camera in a dangerous and bizarre act. A viral video showed the motorist operating a white sedan while his foot was dangling outside the vehicle's window, prompting immediate action from authorities.

Swift Action Following Social Media Storm

The LTO 7 confirmed on Monday, January 12, 2026, that it has identified the registered owner of the white sedan featured in the clip. The video, which spread across social media platforms on January 7, led the agency to swiftly issue a show cause order to the vehicle's owner. Under the directive of LTO 7 Regional Director Glen Galario, the driver's license status was elevated to alarm and preventively suspended for a period of 90 days.

Legal Charges and Mandatory Hearing

The driver now faces formal charges for reckless driving and being an improper person to operate a motor vehicle. These violations fall under Sections 48 and 27 of Republic Act 4136, also known as the Land Transportation and Traffic Code. Director Galario emphasized that the agency acted promptly upon receiving reports about the alarming incident. He also issued a stern warning to all motorists against engaging in any perilous behavior on the road.

The LTO has commanded the involved driver to surrender his license and present himself before the LTO 7 Operations Division. The mandatory hearing is set for January 14, 2026, where the individual must explain why his driving privileges should not be permanently revoked. The agency has stated clearly that failure to attend this proceeding will be interpreted as a waiver of the driver's right to contest the case. Should he not appear, the LTO will resolve the matter based solely on the official records and evidence already in its possession.
